The Pennsylvania Association of School Business Officials (PASBO) recognizes and congratulates Steve Skrocki, PCSBA, Chief Financial Officer of North Penn School District (NPSD) as the recipient of the 2019 esteemed PASBO Award of Achievement.
PASBO's Award of Achievement is awarded annually to member submissions that exemplify extraordinary school management practices, proposals and publications that lead to the effective use of valuable educational resources.
Skrocki's winning project involved the district's Real Estate Tax Rebate Program (click here to learn more), which allows qualified property owners to receive a refund on their annual property taxes. The program provides a mechanism for delivering localized tax relief in an era of unpopular school district real estate taxes. The district's proposed program is a best practice and brings tax relief to those in the North Penn community that needed it the most. The program requires little start up time and minimal additional business office staff time.
The program was initially developed and implemented by Skrocki at another school district but was newly designed and implemented in the NPSD beginning with the 2018-2019 fiscal year. In its first year, 348 applications were received for the rebate program. More than $27,000 in rebates were distributed. Feedback from the NPSD Board of School Directors and community has been very positive, and the project is replicable by other school districts, giving the project a worthy place in the history of the PASBO Awards of Achievement Program. The board recently made changes to the program, further expanding its benefits to taxpayers.
PASBO is a statewide organization with more than 3,000 members, two-thirds of whom are K-12 non-instructional administrators serving in the areas of finance, accounting, facilities, transportation, food service, technology, communications, human resources, purchasing and safety.
